We plan to have a Linux driver under FreeBOB for the FLEX-5000 (note not
SDR) later this year.

I will have to look into this further but I know that the current Windows
drivers are proprietary to the chip vendor.  We had to sign a NDA in order
to receive source code.  I am fairly confident that the Linux drivers will
be open under GPL but I will have to check.

The licensing of the run time system is under ECOS:

http://ecos.sourceware.org/license-overview.html

This means that the bootloader/HAL environment is open source but
proprietary extensions do are not required to be under the licensing
agreement.  Because of FCC rules and the chip vendors proprietary code
running on the device, we will not be able to release firmware source, other
than ECOS itself.  We will publish an API which allow control of all
apropriate control functions in the radio.  Unless you like "bit banging"
for the fun of it, you should have everything you need to talk to the
hardware.
