Larry,

I believe the difference in signal level reading is a consequence of the
fact that the preamp is automatically switched off when the XVTR is enabled
(even though PowerSDR thinks it is on).

We are actually working on a new version of firmware currently that will
allow XVTR users to turn the preamp on or off at their discretion.  This
will require changes to PowerSDR and an updated version of the firmware.
