Google is usually the best place to look. I always recommend www.tweakhound.com's work. A great tweaking tool is available from www.thewindowsclub.com. Most tweaks for Vista work for Win7.
But you have to recognize that you will never get cpu processing parity between XP and Vista/Win7. One thing you might consider is how powerful your video card is. The best thing MS did in Vista/Win7 is they tossed out the ancient graphics engine (that renders the user interface) and use Directx 10. By using Directx, which is a modern graphic engine, it can utilize the power of your graphic card's processor for the user interface instead of the CPU.
