Rob,

I really do not have another option to recommend for robust audio 
transport with a decent codec other than Skype.
There is the free TeamViewer remote desktop software package that also has an 
audio VOIP connection feature, however I have not tried this out yet.  This may 
work very well for you.
And of course IPSound is out there also for VOIP connections.

In my travels Skype seems to be very robust in continuing to operate with 
acceptable quality under very limited or congested bandwidth conditions.

Perhaps others on this reflector can recommend a good alternative to Skype for 
audio transport.

Before you give up on Skype, go to the Skype menu; select Tools, then Options, 
then Audio settings.  Uncheck the default boxes for "Automatically Adjust 
microphone settings" and "Automatically Adjust speaker settings"
Set these levels manually with the Blue slider button, then click "Save".  Be 
sure to set this on BOTH ends of Skype; PC running PowerSDR and your remote PC 
(Laptop).  
Also, if you are just tuning around and listening to the radio from the remote 
PC, click the mic "mute" button on the Skype call control panel and this will 
help a lot!!  
When you are ready to talk, then un-mute the remote Mic and keep the mic away 
from your speakers and all should be OK.

Yes, Skype is the software. 
Any suggestions for another as, no matter what the settings are, it is still 
unusable.
