Tim,

Remember a "12V" battery is actually 6 2.2V cells in series, so the actual
open circuit voltage of a fully-charged lead-acid battery is about 13.2V.
While being charged, the voltage can reach as high as 14.5V, depending on
the charger.

So, bottom line is that while the charger is on, the voltage will be at or
near the recommended 13.8V.  Once the charger is removed, the voltage will
drop rapidly to 13.2V then slowly fall from there.
