Steve,

Usually done manually,  and it varies according to the AGC - T  settings
too,  so different modes cause different settings for VAC..   This maybe
part of you varying level issues..

On suggestion,   have different databases saved by use..    With the Beta
versions of PowerSDR you can Export the database without having to Reset and
then re-import..    So make you changes,  and then save the database,
 usually to your desktop with a time/date stamp.  Just rename it to what you
recognize,  like   "Digital_HRD"   Then next time you want the HRD settings,
 before you hit the start of PowerSDR,  just do an Import in the Setup
menu..
