It is a known issue with the current operation of the NBs. What you are hearing is a consequence of the NB algorithm currently used in PowerSDR and is not related to the AGC, but the gating on/off of the receiver (which is sampling much larger bandwidth based on the sampling rate) which is mixing strong signals into the RX passband.
