Subject: [Flexradio] Can't TX on 18.068.57 Mhz?

6W/AA1AC is on 18068.57 right now on CW and I really could use 6W on 17 meters.
I tried to call him and the rig seems to key up as I can hear the relays
clicking but there is no power out. However If I go to 18068.60 I can transmit.
Why am I prevented from transmitting below 18068.60?
