Peter, Bring up the Performance tab on the Windows Task Manager and see if you are getting 100% CPU spikes that look like a heartbeat. If so you may need to implement Step 5 in the FLEX-1500 Driver Patch Kit for PowerSDR v2.0.16 Installation & Troubleshooting Guide on the download page. It may be that your computer can't handle the 1ms buffer transfer rate of the stock driver. The other users suggestions posted earlier are valid as well.
