As Gerald has indicated previously, improvements in FM including the PL tones are slated to be in PowerSDR 2.1.x
There isn't a version of PowerSDR greater than 2.0.16 released yet. Matt told me that they hope to turn it around in two weeks. So you didn't get a later version of PowerSDR than the current 2.0.16?
