There actually is a standard for data called VITA-49 but we do not have to
use it of course.

FWIW I'll be adding my own I/Q over IP protocol (packet format) for the
SDR-RADIO console starting tomorrow, this console & digital software will
support both receivers and transceivers.

As for a standard modem interface - this will happen but you can expect some
of the more exotic / commercial modes (i.e. non-Ham) to require a licence,
and these don't come cheap (see http://www.wavecom.ch/default.htm and hold
on to your seat when you look at the prices).

Herding cats / grumpy spaniels can be a lot easier than getting Hams to
agree on standards.

The "windows audio implementation battles" would of course go away if PSDR
supported digital modes natively rather than through virtual audio cables.
