When you attempt to delete a topic by removing all text from the page
except 'delete', there is an error when Federation.cs makes a call to
FlexWiki.Federation.GetTopicLastModifiedBy(TopicName topic) and then finds
TopicChangeCollection changes is not set to an instance of an object
(probably because it is being deleted).
