Yes, this is exactly what it does... Basically the calls go something like this:
list = CurrentNamespaceManager.AllTopicsSortedLastModifiedDescending();
for each in list
{
TopicInfo topic = CNM.GetTopic(list.name);
/* ... */
}
/* other direct read of Topics.. */
