The new css is only a partial fix, and not an entirely good one. The scroll bar is fixed to the main body rather than to the lower portion of the browser window itself, as the vertical scroll is attached to the right hand part of the browser.
In the page shown there is no way to scroll to see the full line without scrolling down and up multiple times. I still think it will be necessary to have the side borders and the main body enclosed in a separate div to be able to get the proper scrolling behaviour.
