OK, Build 117 has this checked in. See ChangeNoteTopicSelection on
fw.com for what details there are. About the only thing of interest is
that I made the NamespaceManager.AllTopicsWith(property, desiredValue)
method use this feature instead of "the old way".... this method has
unit tests that end up with 100% coverage of the new code.
