I know I made a logic leap. I believe it is the rename function should
only be available to a limited group of individuals (at least in a
controlled wiki) as vandals can use this functionality to destroy
content and eliminate the possibility of restore working easily.
Therefore the individuals who are responsible for managing the
namespace would be most interested in ensuring the correctness and
could respond to a formal rename request or see the requirement and
action it properly.

I was trying to do this (as I do most things) within an already
available framework. It may be that a better solution can be
determined and implemented easily, but I wanted to suggest something I
thought could be leveraged immediately, with minimal effort.
