If you want to default to a) read-only to authenticated users and b) every
topic writable by Administrators, then if you put in [1] and [2], you should
be good to go. Without [2], there's no statement about anyone but
Administrators, and in the absence of any statement, permission is denied.
Which would make the wiki sort of useless to your other users. :) 

In other words, yes, use [1] and [2] in flexwiki.config, and you should be
all set.
