For aircooled engines, the flaps either constrain the airflow into
the engine compartment, or constraint it coming out of the compartment.
The C172RG has them underneath behind the gear.

Flaps are open at slow speed and high power settings (eg climb) and
are closed at high speed and low power (eg cruise).
