Actually, in English that is ambiguous.  The term "mantissa" is
already used to refer to the scalar multiple in a number with an
exponent.  That is: mantissa * base ^ exponent.  It will typically lie
outside the range [0:1)

My vote for this term would be "integral part" and "fractional part",
for what it's worth.  Obviously there aren't any existing
standards. :)
