TAF reports give predicted winds at ground level and cloud layers, but
not upper air wind and temperatures.   I believe the only way is using
text-based winds aloft forecast (FD).  

For the US, you can get that at http://aviationweather.gov/fdwinds . 
For Canada, it's at http://www.flightplanning.navcanada.ca .  This data
is embedded in a web page with extra stuff.  I don't know how to get
that information worldwide from a single source.  

If anyone knows how to get the raw (ascii) data for FD for at least US
regions from say an FTP server like ftp://weather.noaa.gov, be my guest.

How about setting up an independent project which goals is to provide
this kind of data worldwide with an open standard?  It would be useful
for projects like this one and for things like (Open Source) flight
planning software.
