For Australia, you are right.  At Melbourne we have:
A YMEN -37.729331  144.902436   282 CYN Melbourne Essendon
A YMML -37.665503  144.836555   434 CYN Melbourne Intl
A YMMB -37.977134  145.100452    50 CYN Melbourne Moorabbin

They are respectively, Essendon Tower/Ground etc, Melbourne Tower, 
Moorabbin Tower.

It can get a little tricky though, Hobart has:
A YMHB -42.836161  147.511775    13 CYY Hobart
A YCBG -42.827514  147.477033    67 CYY Hobart Cambridge

which would be Hobart Tower and Cambridge Tower, so you can't rely on 
the 'International'  being present for the major airport.
