The approach I took for my airport selection code was : On first time startup, build a DB of installed airports and save to disk. Later on if the user installs more scenery they can click on the "rebuild airport DB" button. This way the loading is quick and one can filter out non-installed airports and/or flag them as not installed when displayed in a list. It works well for me but you maybe you can come up with a better approach.
