I'd agree with that :-) Ideally though most of the traffic would use "with Foxtrot", or whatever the correct phonetic ID happens to be, and the rest would use a random mixture of "with atis", "with the atis", "with the numbers", "with the info", etc. And a small minority would omit it altogether, or even use the wrong phonetic ident if it's just past the changeover time.
