In addition to what Vivian said, you need to remember that the 
non-3D clouds are tiled textures that make use of alpha channel 
transparency for the clear bits of sky.

Trying to detect them with the wxradar would be a bit like trying 
to cook a photograph of a steak for your dinner:)
