I fixed this.  There are now six localizer courses:
  -- one front course
  -- one back course (reverse sensing)
  -- four false courses (two of which are reverse sensing)

This greatly increases the realism of the LOC service
volume.  Now there is the possibility that the instrument
student will get fooled by a seemingly-usable but deceptive
LOC signal when outside the service volume ... which is a
very real possibility in real life.

This is rolled up in the same patch that fixes the ESV
(extended service volume) range issue.
