I'm pretty sure the purpose of the serviceable flag is so that we can fail
the entire subsystem. Generally it's more realistic to fail an alternator
or battery or some component of the electrical system, but it seems like
people want to be able to just fail the entire thing once it a while too.

Now while setting power outputs , Ive been going through the instrument
source and noticed most only check for a serviceable = true before
continuing ...
very few check for electrical input. Autopilot appears to ignore power
outputs ...
If I set serviceable (false) when updating the electrical system to
prevent instruments from working when no power available, it will not be
settable from the menu....which defeats the purpose of the faults menu.
SO , should each electrical instrument be updated to check for voltage ()
?
Another idea I would prefer , is to set normalized electrical outputs ,
proper volts and amps can be set in /systems/electrical/volts and amps ,
it might make lighting factors simpler for gauge lights , etc...
Just some thoughts I had , and am curious on other opinions about the
subject.
