I don't know about SRTM4, but I suspect that no new measurements have
been made (SRTM=Shuttle Radar Topography Mission) or other data has been
added, so SRTM - if at all - will report the elevation of the waterline
for water bodies only, no ground elevation, due to the design of the
aperture radar used for the measurements.
