As stated on the respective website, CIGI is not much of a
'MultiPlayer' protocol, in contrast:

  "CIGI is an open simulation protocol for communication between a host
  device and IG."

Instead, I'd lobby for familiarization with "VirtualAir", an effort
which aims at integrating FlightGear with HLA-compilant simulation
frameworks via the CERTI "RunTime Infrastructure":

As far as I can tell, VirtualAir is not yet ready for general
consumption - the project is still quite young,
