There is now a simple dialog reachable from the menubar under AI->Scenario 
where the user can select the active scenarios for the next program start.
Unfortunately, the AIManager has to be modified to accept the changes at 
runtime. This dialog sets the /sim/ai/scenario properties with the userarchive 
flag set, so they get written into autosave.xml.
At least, this removes the requirement for hacking the preferences.xml.
