Since I have not tried Cola GIT on Windows I do not know how well it works there but on my Linux box it takes a while to bring up the main GUI once I open the local repository (I think this is because fgdata is very large). Do you get the "Open... Clone... Close" dialog or does nothing happen at all? On my system I get the "Open... Clone... Close" dialog after about 2 seconds and then it takes it about 30 seconds to open my clone of the fgdata repository and bring up the main GUI. The 30 second wait for the main GUI is long enough that the first time I ran it I thought that it was not working and I killed it. Then the second time I waited longer and discovered that it takes a while to open the repository and that I just need to wait it out. Once it gets the repository open other operations (pull, push, stage, commit...) are fairly quick (a few seconds in most cases). The GUI appears to be full featured as well and it looks to me like you can do just about any GIT operation from the GUI.
