This is actually incorrect handling. Taxiways should be processed in order they appear in the 8.10 data file. I believe it has been fixed in Terragear-cs to behave this way. A heuristic approach based on size prevents an airport artist from using the taxidraw ordering feature from hinting at the correct orientation. You don't always want the longest taxiway on top.
