Have you unzipped fgfs-base-(version) on FGRoot/data directory?
If yes, please try starting FGFS from a DOS windows: C:/>FGRoot directory/runfgfs.bat and tell us what you got.

Last thing in cmd window is trying to find a scenery tile that does not seem to exist. I'm running just the deault start-up so I'm at a loss.
