Have you unzipped fgfs-base-(version) on FGRoot/data directory?
If yes, please try starting FGFS from a DOS windows: C:/>FGRoot directory/runfgfs.bat and tell us what you got.

X45 xml file to match the name being searched for to get it to
bind.

Also copied the two dll's from the win32/bin directory over to
C:\winnt\system32

Last thing in cmd window is trying to find a scenery tile that does not
seem to exist. I'm running just the deault start-up so I'm at a loss.
