So I looked at the page source, and it looks like it's an HTML file that was generated by MS Word, and MS Word is inserting a non-standards-compliant stylesheet into the page. I expect IE handles it just fine, but a non-Microsoft browser is likely to choke on it (which is MS's intent). If you view the page source and look towards the bottom, you'll see a path to the image itself; you can then point your browser at that image to see it.
