In your case I suggest to start with VS C++ as you already know the environment. Once you've got a "feeling" how the code layout is and how everything works you still can switch to Cygwin. Oh, BTW, as you are basicly starting from scratch it would be *great* if you write a little HOWTO how you got everything to work. Just write it as you go along. This will help everyone following you (they probably will also have a problem understanding the "compile from CVS") - and it will also help you remember how it works. It's also a great way to start contributing to FGFS.
