I am the primary scenery builder, so let me give a quick response.
1. The v0.9.9 scenery is a repackaging of v0.9.8 with the new
Objects/Terrain structure + all of the fgfsdb objects.
2. The next scenery rebuild has stalled due to a software bug that still
needs to get resolved. That will happen, but it has pushed back my time
frame to complete the rebuild by several weeks.
3. The next scenery rebuild will use Robin's latest data.
This all takes time to do on a global scale, and it's hard to control
the timing when you run into unexpected road blocks. Please be patient
and it will get done.

The AC is situated beside the Runway, the airport design is an old one.
The second show a new tile with airport, built from the current
apt.dat.gz with terragear.
The AC is correctly situated, the airport design is right and completed.

So the Question
Which is the good one, Scenery 0.9.9 supposed to use the last airport
database,
or the existing apt.dat.gz file ?
And may be an other question,
Was the last Scenery version built with the good Airport database ?
That Airport is LFPO (Paris Orly)
NB: i have found others errors with others airports, like Tower situated
on the runway.
