Adding cloud layers is currently not configurable at run-time. In
FlightGear/src/Main/main.cxx, search for "add_cloud_layer". That is
were the clouds are specified. That function is defined in SimGear at
simgear/sky/sky.hxx and the cloud types are defined in
simgear/sky/clouds.hxx.
