Nothing new there :-)   When building FG on Cygwin for testing purposes, I 
ended up just using Norman Vine's binary which worked fine.  It's available 
(or was, at any rate) at http://www.vso.cape.com/~nhv 

You might well find 
http://www.flightgear.org/Docs/Tutorials/fg_cygwin/fgfs_cygwin.htm useful - 
if you come across anything that's out of date there, you might let us know.

I don't use windows or Cygwin myself so I'm afraid I can't verify that the 
above binary will still work but I suspect it ought to be fine.
