To split vertices into a seperate Object select the vertices you like to
separate and press "p". Klick on "Selected" from the popup box and the
vertices will disappear and become a seperate Object.

To join two Object select them in Object mode and press Ctrl-j (or
select "join meshes" from the 3d windows "Object" menu.
