Here is how I understand it having never actually used either program in 
anger.
Fgsd is for placing objects in the scenery so if you want to add a hangar or 
house
to your area Fgsd is your tool.
If on the otherhand you have a mountain were no mountian should be or a lake
were land should be then TerraGear is your tool.
I am sure other people  who have actually used these programs will fill in 
for
my limited understanding.
