No,
 /usr/local is not involved in that case.

I have  just tested  the installation on OpenSUSE with the Yast download from 
the Link/Repo said by Scott.

Everything is right, FG  is installed like usually with RPM package in /usr

FG running perfectily with the right Data 1.00
