Under Windows, $FGROOT means C:\Program Files\Flightgear\Data

So you should have a file named C:\Program 
Files\Flightgear\Data\Airports\apt.dat.gz

You can decompress it with most modern dearchiver ( the .gz extension means it 
has been compressed with the gzip utility ). You don't need to recompress it 
after changing it.
