Thank You. I found, that .sym files in my distribution placed in 
/usr/local/share/flow-tools directory, and I just missed it in man pages (where 
pathname is correct except .sym part of filename) yesterday .

It's not the install. 
Look at docs/flow-report.1.in:
 Report configuration filename\&.  Defaults to [EMAIL PROTECTED]@/cfg/stat\fP\&.
