I am using Gentoo Linux, with the flow-tools portage package, so the defaults are properly set up to match the build.
I had an error in the formatting of the filter itself that I corrected. The filter now functions as I expected it to.

In the version I'm running, the default is /usr/local/net-flow/var/cfg/filter so you may need to add -f /etc/flow-tools/cfg/filter.cfg
