That's odd. You might try running the server in the foreground to see if it generates any complaints when timing out (I don't recall if it does). Are you positive you changed the value? Make sure there isn't a second instance of TimeOut in the conf file. You might try killing Apache, making certain there is no instance of Apache still running, then issue a start.
