Actually I can't see a relation here.

I am not experiencing deadlocks, the window always pops up after moving
the mouse.

Also I don't use a tablet device.

The Ubuntu 10.10 box is a 5 year old laptop.

The 9.10 runs on a 8 year old Pentium desktop.

Another detail I observed with the 'menubar' test program:

The "File" menu has a disabled item "Open" as first item.
When pulling down the "File" menu the window gets visible only after
passing this disabled item and entering the "Close" item.
