I vote +1 for hiding platform differences, i.e. applying the patch and
providing correct UTF-8 strings for "file://..." URI's in DND operations.

BTW.: This STR looks more like a RFE now than a STR with priority 3, I
suggest to re-classify, but I leave this to you, Manolo.

The question that should be considered is if this should also be extended
to http[s]:, ftp:, and maybe more URL schemes. After a little thinking
about it, I wouldn't do it, because these URL types are usually given to a
browser or other software that can handle URL-encoded names.
