Please post these kind of questions in the "general" group. This group is for the FLTK core developers. FLTK uses the "resizable" flag and smart group hierarchies to acheive pretty much anything that you can do with layout managing widgets. Fl_Tile allows interactive resizing as well. There is also an article about resizing. Fluid also has a button specifically to test resizing of windows as well as individual groups within your layout. It is called "Live Mode".
