FLTK participating in Google Summer of Code would really be nice. I worked as a GSoC '07 student last year for the XMPP Standards Foundation. They have a wiki-page where they collect all project ideas and people who want to act as mentor for a student. FLTK and FLTK2 should be handled equally since FLTK2 is the future the way it looks to me and FLTK2 has a lot parts which could be worked on.
