Thanks for this comment. I think that we will remove forms compatibility after 
the release of FLTK 1.3. Maybe someone who wants to use utf-8 and has old forms 
applications can use this as a migration path to native FLTK with utf-8 support.

BTW: does xforms support utf-8 ?
