I think Mike wrote the coding standard, with input from others.
The above comment is /probably/ reflective of how the coding standard
was retrofitted after the fact.. FLTK had been around for a while, and
the 'standard' was pretty much Bill's code, no official document.
But as folks started adding to FLTK, it became clear (IIRC) that a
coding standard was needed, so it was defined officially to prevent
further deviation from Bill's coding style.
Basically any coding standard would have met with some grumbling, cause
anyone involved to that point had their opinions. So the grumbling was
probably acknowledged to recognize opinions at the time, to facilitate
adoption.
So by now, I wouldn't pay that comment much mind; I don't think it all
reflects any current unrest with the standard, and is merely historical.
As I recall, the coding standard evolved late in the game, around 2004
or so? That's my hazy recollection, FWIW.
